Summary:
The Director of Operations and Finance directs all fiscal and operational policy for the Connecticut Municipal Development Authority (CMDA), a quasi-public organization. The Director administers fiscal control and analysis, policies, contract compliance, and required state reporting. The Director is the primary point of engagement with private developers and financial institutions, structuring direct-support financing for development projects in member municipalities’ development districts.
The Director will report directly to Executive Director and is subject to all parameters of the CMDA Employee Handbook.
The Board-approved salary range for this position is: $110,000 – $150,000
Essential Duties and Responsibilities:
- Manages accounting contractor and their preparation of monthly reports for the Board’s
approval, quarterly reports for the Board’s approval and submission to State Office of
Fiscal Analysis, annual reports for the Board’s approval and submission to various
oversight authorities, and information submission to outside auditors annually and to
state auditors every other year; ensures accuracy and integrity of financial reporting - Has final responsibility for providing effective financial controls for the organization
- Develops and maintains accounting and budgeting policies and procedures,
implementation of new practices and procedures, and efficient control and utilization of
financial resources - Maintains current knowledge of and implements changes based on State policies and
procedures, federal policies and directives, and current accounting practices which
directly or indirectly impact CMDA - Has access to state accounting system (CORE) in processor role
- Has access to Authority online banking and provide second approval for expenditures of
less than $10,000.00 - Ensures contract compliance for all vendors
- Serves as primary point of contact for private developers with projects in member
municipalities’ development districts seeking CMDA financing - Manages consultants performing underwriting and structures loans for Board approval
- Manages loan disbursement and servicing
- Attends Board meetings
- Any and all other operations and financial tasks as assigned

Part Time Project Manager – Connecticut Municipal Development Authority – Posted 7/9/2025
Summary:
The Part Time Project Manager supports the Executive Director of the CT Municipal Development Authority (CMDA), a quasi-public organization, in all areas of operations, engagement, and implementation. The Part Time Project Manager supports the Authority’s governance and board engagement, helps foster positive working relationships with Member and prospective Member Municipalities, is the primary point of contact with municipalities regarding infrastructure grant requests, and supports municipalities and CMDA consultants in the preparation of MOUs establishing development districts and the necessary coordination amongst inter-governmental, private, and civic sector implementation partners.
The Project Manager will report directly to Executive Director and is subject to all parameters of the CMDA Employee Handbook. It is a 20-hour per week position.
The Board-approved salary range for this position is: $50,000 – $65,000
Essential Duties and Responsibilities:
- Draft Board meeting agendas, attend Board meetings, and draft Board meeting minutes
- Maintains public Board meeting calendar and post online Board meeting notices,
agenda, minutes, and records of votes - Supports Executive Director in managing Authority’s communications, website and social
media conducted by its communications consultant - Supports Executive Director in management of relationships and projects with member
municipalities - Manages consultants performing planning work with member municipalities
- Manages municipal grant applications, dispersement, and oversight
